A major development bank is betting big on artificial intelligence to power its mission across three continents. The European Bank for Reconstruction and Development (EBRD) has chosen Cognizant as a strategic partner for a five-year technology transformation. This partnership centers on the bank’s Tech Blueprint, a program focused on driving efficiency and innovation through digitally enabled processes. The goal is clear: leverage AI, data, and automation to build a more resilient and impactful financial institution.

For the EBRD, which supports sustainable, private sector-led growth in its regions, technology cannot be a bottleneck. It must be a catalyst. “We need technology that is secure, adaptable and built for the future,” said Subhash Chandra Jose, Managing Director for IT and CIO at the EBRD. The bank’s mission – fostering competitive, well-governed economies – demands systems that can keep pace. This deal with Cognizant is designed to optimize existing technology, strengthen security and critically, create the capacity to innovate at a larger scale. The aim is to increase tangible impact for people in the dozens of countries where the EBRD operates.

The framework agreement spans two service models. Outcome-led managed services will tie Cognizant’s compensation to specific, measurable results. Fixed-capacity services will provide dedicated resources. The scope is comprehensive, covering digital and workplace management, cloud infrastructure, data security and software engineering. At its heart is a program of continuous improvement, intended to deliver increasing value over the full five-year term.

What makes this partnership particularly noteworthy is the suite of proprietary AI tools Cognizant plans to deploy. This moves the engagement beyond traditional IT outsourcing into the realm of AI-augmented operations. Three solutions stand out:

  • Neuro IT Operations
  • Flowsource
  • WorkNEXT
  • Enhanced Visibility
  • Self-Healing Code
  • AI-Driven Workplace Management

Neuro IT Operations aims to provide greater visibility across the EBRD’s entire technology landscape. It uses AI to anticipate problems before they cause disruptions, aiming to resolve issues faster and strengthen overall service resilience.

For software development, Cognizant will bring Flowsource to the table. This platform applies generative and agentic AI across the software development lifecycle. The promise is higher-quality code delivered more rapidly. The system includes capabilities for “self-healing” code and “left-shift” testing, which means identifying and fixing defects earlier in the development process. This can significantly reduce downstream costs and delays.

The third pillar is WorkNEXT, an AI-powered workplace management system. It seeks to make the employee experience more intuitive and personalized. Features include AI-driven voice and translation services, which are crucial for an international organization like the EBRD. It also uses AI agents to orchestrate and streamline support requests, potentially freeing human staff for more complex tasks.

Simon Reeves, Director of Technology at the EBRD, framed the partnership as a key component of the bank’s evolution. “Our Tech Blueprint is helping us evolve the way we deliver technology across the Bank, and strategic partnerships are an important part of that journey,” Reeves said. The bank selected Cognizant specifically for its managed services expertise, its AI-enabled delivery methods and its results-driven approach. These elements are expected to directly underpin the bank’s broader transformation goals.

From Cognizant’s perspective, this deal exemplifies its stated role as an “AI Builder.” The company’s challenge is to translate technology investments into reliable daily operations and clear business outcomes. “That only happens when services are made to work across the complexity of a real enterprise estate,” said Rohit Gupta, UK&I Managing Director at Cognizant. The EBRD presents a classic example of that complexity, operating in a demanding, highly regulated environment across multiple regions.

Cognizant’s strategy combines its industry experience, systems integration know-how and these new AI operational tools within a collaborative framework. The objective is twofold: first, to help the EBRD run its critical technology services with greater confidence and stability; second, to accelerate the very modernization and innovation that fuels the bank’s socioeconomic mission. The partnership represents a significant test case for applying integrated AI solutions to the core operations of a major international financial institution. Its progress will be watched closely by an entire sector looking to balance robust governance with transformative innovation.
