Explore Health: Oregon’s New Insurance Marketplace Launches

For any Oregonian trying to navigate buying their own health insurance, this year brings a significant change. Your next enrollment will happen through ExploreHealthOR.gov. This new website marks a major shift. Oregon lawmakers decided the state should run its own insurance marketplace starting this fall.

This move is about control. Amy Coven, who helps communicate about the Explore Health program, explained the reasoning. The state wanted more say over the technology itself. They also wanted more flexibility to help customers. The goal is a system that better meets Oregon’s specific needs.

The shift comes at a difficult time. Over 21,000 people left the marketplace earlier this year. Expiring federal tax credits and rising costs were the main reasons. Premiums are set to jump another 22 percent for the coming year. More people may feel forced to drop their coverage entirely.

The state’s ability to offer financial relief is uncertain. Coven noted the law allows for state-based savings programs. But creating those programs would require new legislative action. None currently exist. For now, the state’s main role is providing the new platform for enrollment.

Oregon has been here before. A decade ago, the state launched its own exchange called Cover Oregon. That effort failed completely. The website never worked properly. Oregon had to return to using the federal Healthcare.gov site. The state learned a hard lesson from that experience.

This new approach is deliberately different. Officials did not build a new system from scratch. They adopted an established platform already used successfully by several other states. Oregon becomes the 22nd state to operate its own marketplace.

Yet choice is shrinking. Two major insurers, Providence and PacificSource, are leaving Oregon’s marketplace. This limits the available plans for the upcoming year. If you enrolled through the federal site last year, you will be automatically moved to a comparable plan for 2027. You should still review your options carefully.

You can browse plans on the new site right now. The official enrollment period opens November 1. You must select a plan by December 31 to have coverage start on January 1, 2027. Free expert help is available. A dedicated customer service center is also standing by to answer your questions.

The launch of Explore Health is a pivotal moment. It represents a chance for Oregon to tailor the insurance process for its residents. But it unfolds against a backdrop of soaring premiums and narrowing options. The state now controls the marketplace. The question is whether it can also make coverage more affordable and accessible for you.
